Coconut Creek, FL Noise Ordinances: Leaf Blower Rules (2026)

Section 14-34 sits in Article II, Noise, of Chapter 14 (Offenses) of the Coconut Creek Code, adopted by the City Commission through Ord. No. 2022-008 on May 26, 2022. It applies notwithstanding the decibel limits elsewhere in the article, so a landscaper cannot defend a 6:00 a.m. start by showing the sound stayed under the Table I levels in § 14-30. The ban covers the operation of equipment or the conduct of lawn or landscaping maintenance activities, and the code lists lawn care, soil cultivation, domestic power tools, lawn mowers, tree or hedge trimming, saws and tractors, and limb chipping before adding "other similar operations." The section does not name leaf blowers and draws no line between gas and electric models, so the clock is the only limit it sets: nothing runs from 9:00 p.m. through 8:00 a.m., seven days a week, with no separate Sunday or holiday rule. Operation of such equipment on golf courses is excluded.

Anyone who needs to work outside that window applies in writing to the city manager or designee for a special permit. The city manager must weigh whether the reasons given are valid and reasonable, whether the activity creates a noise disturbance, whether public health, safety and convenience are better served by granting the permit, and whether the loss or inconvenience to the requestor is a significant hardship. A permit that is granted must be narrowly tailored, can be rescinded when the necessity ends, and is revoked automatically and immediately by any violation of the section.

Under § 14-35 the city's code enforcement division and police department enforce the article. To send a summons to the special magistrate, the city must receive a sworn affidavit from a complainant, and if the officer cannot perceive the noise, monitoring runs for thirty days before the case closes.
