Denver licenses sexually oriented businesses under DRMC Ch. 7 with strict zoning buffers from schools, churches, daycares, and homes. Adult cabarets, bookstores, theaters, and modeling studios all need a Department of Excise and Licenses permit.
Under Denver Revised Municipal Code Chapter 7, every adult cabaret, adult bookstore, adult theater, adult motel, and modeling studio must obtain a sexually oriented business (SOB) license from the Department of Excise and Licenses. Operators submit personal disclosures, criminal history, and a site plan. Zoning rules in DRMC Β§38-117 and the zoning code require a 1,000-foot buffer from schools, daycares, religious institutions, parks, and residential zones, and SOBs cannot cluster within 1,000 feet of each other. Employees and entertainers also need individual licenses. Hours are restricted, no alcohol on premises offering nudity, and direct-tipping or private booths are heavily limited.
Operating an unlicensed SOB or violating buffer or conduct rules can trigger license suspension or revocation, daily fines up to $999, criminal charges, and abatement actions to close the business as a public nuisance.
