Denver, CO Animal Ordinances: Pet Groomer Rules (2026)

Denver's Revised Municipal Code makes it unlawful to operate or engage in business as a pet grooming shop without first obtaining a license from the director of excise and licenses. To get one, Section 8-112 requires filing a written application that must win approval from both the zoning administration and the department of public health and environment, plus payment of the application and license fees set under Section 32-89. Once licensed, the shop remains subject to standards, rules and regulations the board of public health and environment adopts for pet grooming shops, and Section 8-103 requires the facility to be available for inspection by the department of public health and environment to confirm compliance.
