Louisburg, KS Business Licensing & Operations: Adult Entertainment (2026)

Louisburg City Code § 5-201 defines an adult entertainment business to include live performances intended to arouse sexual desire or businesses classified as an adult arcade, bookstore, cabaret, escort agency, juice bar, nude modeling studio or similar establishment. Under § 5-202, it is unlawful for anyone to operate or maintain such a business in the City of Louisburg, Miami County, Kansas without a business license from the City Clerk, and separately unlawful for any entertainer, employee or manager to knowingly work at an unlicensed business; § 5-203 requires entertainers, servers and managers to individually hold their own license.

Section 5-204 sets the license term at 12 months and the fees at $250 per year for the business itself, $100 for a manager, $100 for an entertainer, and $50 for a server, plus the applicant's fingerprinting costs. Applicants under § 5-205 must disclose prior felony convictions within five years and sexual-offense or drug-related misdemeanors within two years, and submit to fingerprinting and photographing by the Louisburg Police Department; a disqualifying criminal history bars licensure. Section 5-218 restricts operating hours: no adult entertainment business may open between midnight and 9 a.m. on weekdays, and on Sundays it must stay closed from midnight until noon.

A manager must be on duty at all times the business is open under § 5-220, and the business must permit Police Department inspections under § 5-221. The City Clerk may suspend a license for up to 90 days, revoke it, or impose up to a year of administrative probation under § 5-222 for violations, false statements, or disqualifying convictions. Under § 5-224, any violation of this article is a Class B misdemeanor punishable by a fine of $250 to $1,000, imprisonment up to six months, or both, with each separate act counted as its own violation.
