Sec. 30-236 requires anyone proposing to operate an adult-oriented business, defined in Sec. 30-191 to include adult arcades, bookstores, and cabarets among other uses, to file an application with the business license division that includes a radius map prepared within 30 days of filing showing the property line of any other adult-oriented business within 750 feet and the property line of any sensitive use within 1,250 feet of the site or of a shopping center. The application also requires a floor plan, a site plan of parking and lighting, and an application fee set by council resolution.

Sec. 30-238 requires a temporary permit within 15 days of a complete application, expiring after 60 days, with a final decision due within 60 days; grounds for denial include a noncompliant location, a false statement, an applicant under 18, an unpaid fee, a misdemeanor conviction within two years or felony conviction within five years, or a grant that would violate a statute, ordinance, or court order. A denied applicant can seek administrative review under Sec. 30-219. The permit expires one year after issuance and must be renewed at least 30 days before expiration. Employees also need a separate permit under Sec. 30-256 before performing on the premises.
