Section 10-106 makes it unlawful for an adult bookstore, adult motion picture theater, or adult dancing establishment to do business without first obtaining a license under Chapter 10. 00 nonrefundable application fee, fingerprints, and a scaled floor plan, and the police, building, and fire departments each investigate before the clerk may approve or deny within 45 days. Section 10-211 then layers on locational restrictions that apply to adult bookstores, adult motion picture theaters, adult massage establishments, and adult dancing establishments alike: no such use may be established, substantially enlarged, or transferred within 1,000 feet of another such establishment or of any establishment that sells or dispenses alcohol, or within 500 feet of an institutional use, a preexisting religious institution or school, or an area zoned or used for residential use.

These uses are confined to the city's commercial or light industrial zoning districts, and distances are measured property-line to property-line under Section 10-212. A license may be suspended for 30, 90, or 180 days depending on the number of violations within a two-year window under Section 10-117, and a licensee whose premises no longer meets zoning, building, or fire codes can be denied a license outright under Section 10-110.
