Satellite Beach, FL Noise Ordinances: Vehicle Noise (2026)

Article IV, Noise, treats several vehicle sounds separately. Section 26-83(1) prohibits sounding a horn or signaling device except as a danger warning, creating an unreasonably loud or harsh sound with such a device, sounding it for an unnecessary or unreasonable period, or using a horn, whistle or other device operated by engine exhaust; it also bars sounding any signaling device merely because traffic is held up. Section 26-83(8), Exhausts, separately requires that the exhaust of any steam engine, stationary internal combustion engine, motor boat or motor vehicle discharge into the open air only through a muffler or other device that will effectively prevent loud or explosive noises.

Section 26-83(9) adds a related standard for vehicles out of repair, so loaded, or operated in a manner that creates loud and unnecessary grating, grinding, rattling or other noise. In-vehicle sound systems are covered by a different subsection, § 26-83(2), which bars operating a radio, stereo or similar device so loudly it disturbs neighboring inhabitants or exceeds what's necessary for a voluntary listener inside the vehicle; audibility at 50 feet from the vehicle is made prima facie evidence of a violation. Together these subsections give Satellite Beach police three separate, specific vehicle-noise standards, horn use, exhaust/muffler condition, and stereo volume, layered on top of the Article's general prohibition in § 26-81 against any loud or unusual noise disturbing a neighbor's peace. None of these subsections carries its own fine schedule, so citations are punished under the Code's general penalty at § 1-13.
