Satellite Beach, FL Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 42 of the Satellite Beach City Code defines a peddler or solicitor as an individual going from house to house or street to street in the residential areas of the city to take or seek orders for goods, wares, merchandise or services, or to peddle or hawk them, whether for present or future delivery. That includes selling magazines, periodicals and newspaper or magazine advertising, and it applies whether or not the person lives in the city.

Section 42-2 requires an application to the police department before any soliciting or peddling starts. A permit is valid for a period not to exceed 30 days, so a sales crew working the city for longer has to go back to the police department. Canvassers, meaning people who go through the city to seek political support, determine opinions or sentiments, seek votes or survey persons about an upcoming election, need no permit.

Section 42-3 lists what each application must contain for every solicitor or peddler: name, home address, home telephone number, date of birth, the employer's name, address, telephone number and nature of business, a description of the applicant's automobile including license number and year, and the driver's license number and state of issue. Anyone soliciting for a charitable organization other than a religious or political one must also give the sponsoring organization's name, its state and federal identification numbers, and its state and federal tax exempt numbers, if applicable.

No more than six persons can be authorized under one application. Once the police department issues the permit, the applicant, solicitor and peddler are registered for the shorter of the time stated in the chapter or the time stated in the permit application.

Section 42-4 adds photographing and fingerprinting at the police department, plus an identification badge with a photograph that must stay clearly visible, clipped to clothing or a purse. Each solicitor presents a valid Florida driver's license, a Brevard County voter registration, or a letter from a sponsoring organization that sufficiently identifies the person.
