Satellite Beach, FL Soliciting & Door-to-Door: Solicitor Permits (2026)

Chapter 42 of the Satellite Beach Code regulates peddlers, solicitors and canvassers, defined in § 42-1 as anyone going house to house or street to street in the city's residential areas to take orders, sell goods or services, or distribute magazines or newspaper subscriptions. Section 42-2 requires an application to the police department before any soliciting, peddling or canvassing begins, and caps every permit at 30 days. Section 42-3 spells out what that application must contain for each individual solicitor: name, home address and phone, date of birth, employer name, address and phone, the nature of the employer's business, a description of the applicant's vehicle with license number, and the applicant's driver's license number and state.

Section 42-4 layers on identification requirements: applicants must be photographed and fingerprinted by the police department, must wear a visible photo ID badge clipped to clothing or a purse while working, and must present a valid Florida driver's license, Brevard County voter registration, or a sponsoring organization's identification letter. Under § 42-5, the police department can deny, revoke or suspend a permit for a disqualifying criminal conviction involving moral turpitude, fraud or dishonesty, for obtaining the permit through false statements, or for failing to hold any required county or city occupational license.
