City Code § 13.5-23 lists specific acts the city treats as noise disturbances, and two of them target vehicle- and boat-related sound. Under subsection (1)(b), operating a radio, sound amplifier or similar device mounted in or on a motor vehicle on a public right-of-way or public space, or in a boat on public waters, is a violation if it creates a noise disturbance measured at twenty-five feet from the device; that twenty-five-foot measuring point applies regardless of the time of day, unlike the 10 p.m. to 7 a.m. curfew that governs stationary electronic devices under the same subsection's paragraph (a).

Subsection (5) separately covers vehicle and boat repair noise: repairing, rebuilding, modifying, or testing any motor vehicle, motorcycle, or motorboat is a violation if it causes a noise disturbance across a residential real property boundary, without a specific decibel figure attached, so the standard turns on whether the sound crosses onto a neighbor's residential lot. Both provisions sit within Chapter 13.5's 'Nuisances' article, where 'noise disturbance' is defined at § 13.5-22 to include any sound that annoys or disturbs a reasonable person of normal sensitivities, or any sound that exceeds the numeric limits in the city's maximum permissible sound level table at § 13.5-26, which sets residential daytime and nighttime caps of 60 and 55 dBA respectively, measured at the property line. Enforcement runs through the code enforcement board, civil court, or criminal prosecution at the city's election.
