10 SVMC makes it unlawful to conduct, manage, or perform at an adult entertainment establishment without a City license, and separately licenses managers and entertainers. No license issues to anyone under 21 (18 if the venue serves no liquor), and applicants must submit fingerprints, two photographs, five years of criminal history, business history, and a scaled floor-plan diagram; the licensing administrator routes the application to police, fire, and planning, each of which has 15 days to certify compliance, and a complete application must be granted or denied within 30 days.

Operating rules are detailed: performers may not appear nude except on a stage at least 18 inches high and eight feet from the nearest patron, cannot fondle or be fondled by patrons, and must keep four feet of separation during any non-stage performance. Tips must go into a receptacle, never handed directly to a performer on stage. Admission is restricted to persons 18 and older, restrooms cannot hold more than one occupant or contain arcade devices, and a licensed manager must maintain unobstructed visual observation of the entire performance area at all times entertainment is provided.

Warning signs restricting occupancy to one person per viewing station must be posted in adult arcade establishments in letters at least one inch tall. A license expires December 31 each year and cannot be prorated except for applications filed after June 30; late renewal triggers a surcharge of 25 percent (7-30 days late), 50 percent (31-60 days), or 75 percent (61-plus days) of the license fee.
