Vermilion Parish, LA Business Licensing & Operations: Adult Entertainment (2026)

Article III of Chapter 10 of the Vermilion Parish Code covers sexually oriented businesses and applies, under Sec. 10-56, to any such business located in or proposed to be located in the parish. Sec. 10-55 defines the term as a sex parlor, massage parlor, nude studio, modeling studio, love parlor, adult bookstore, adult movie theater, adult video arcade, adult motel or other commercial enterprise whose primary business is offering a service or selling, renting or exhibiting devices or items intended to provide sexual stimulation or sexual gratification to the customer.

Sec. 10-57 sets the permit. Before constructing or operating one, the owner must obtain a permit from the parish Police Jury. The written application gives the name, address and phone numbers of the owner and operator, the specific location, and proof that 75 percent of the residents within a one mile radius of the proposed business have given written consent to its establishment and/or operation. Before granting any permit, the Police Jury holds a public hearing to receive input from the public. The owner or operator then files for a renewal permit every year, repeating the owner and operator contact details and the specific location.

The article prints no fee and no separation distance from schools, churches or other businesses. The only distance in it is the one mile radius used to count resident consent, so the resident-consent requirement does the work that a spacing table does elsewhere.

Sec. 10-58 adds a separate ban on selling material harmful to minors. It is unlawful to sell, exhibit, rent, lease or distribute such material to any unmarried person under 18, or to invite or permit an unmarried minor into a commercial establishment that displays it, unless the establishment keeps a separate area designated "not for minors" or similar words. A seller must require a driver's license, selective service card, military identification card, birth certificate or other official identification showing the buyer is 18 or older.
