Philadelphia, PA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Section 14-604(10) governs home occupations, meaning accessory businesses run out of a residential dwelling unit. Subsection (c)(.1) gives the complete menu of what's allowed: business and professional offices; sole medical, dental, and health practitioners; business support services; financial services; personal services limited to individual instruction of music and individual tutoring; and artist studios and artisan industrial. Subsection (b) closes the door on everything else: a home occupation that doesn't fit one of the three recognized categories (home office, professional home business, or general home business) is prohibited by the Zoning Code in all zoning districts. Vehicle repair matches none of the permitted uses in (c)(.1); it isn't an office, a licensed health practice, a support or financial service, individual instruction, or hand-manufacture artisan work, so it cannot be run as a home occupation anywhere in the city, including RM and RMX districts that otherwise allow the broadest general home businesses.

Philadelphia's Zoning Code treats vehicle repair as its own, separately regulated commercial use category instead. Section 14-601(8)(d) defines "Personal Vehicle Repair and Maintenance" as uses that repair, reprogram, install, or maintain the mechanical or electrical components or bodies of autos, small trucks or vans, motorcycles, motor homes, or recreational vehicles, or that wash, clean, or protect their exterior or interior surfaces. Where that use is actually permitted by a district's use table, Section 14-603(7) layers on operating standards a home-based business could never meet from a residential lot: vehicles under repair must be stored entirely within the property lines, may not sit for more than fourteen consecutive days except in a documented abandoned-vehicle process where the vehicle is removed within three days of obtaining title, and every area used for repair, storage of vehicles, or access driveways must be covered with a hard-top surface of cement concrete, bituminous concrete, or asphalt.
