Porterville, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Municipal Code Section 301.09 flatly excludes vehicle repair from the list of businesses a resident may run out of a home. Subsection C, "Prohibited Uses," states that home occupations may not include "the repair, reconditioning, servicing or manufacture of any internal combustion or diesel engine or of any motor vehicle, including automobiles, trucks, motorcycles, or boats," and separately bars "repair, fix-it or plumbing, welding or fabrication shops where the trade-work is done at the site of the home occupation." The ban covers not just full mechanic work but any manufacturing or servicing of engines at the residence.

The code carves out a narrow exception for mobile businesses under subsection B: a service-oriented mobile operation may perform "minor vehicle repair not involving engines," giving windshield repair or battery replacement as examples, so long as the actual work happens at the client's location and no client visits the operator's home to use the mobile unit. That means a Porterville resident cannot run even a small engine-repair shop, oil-change business, or motorcycle repair operation from a garage, but a mobile windshield-repair or battery-replacement service that never has customers on-site at the residence can qualify as a home occupation.

A resident found servicing engines or vehicles as a home business is subject to the same code enforcement process as any other unpermitted home occupation: a zoning violation notice from Community Development, an order to cease the activity, and potential business license revocation if the violation continues.
