Porterville, CA Business Licensing & Operations: Massage Establishments (2026)

Porterville Municipal Code § 15-127 makes it unlawful for anyone to practice massage therapy for compensation as a sole practitioner, employee or in any other capacity in the city unless certified by the California Massage Therapy Council (CAMTC). Section 15-128(A) layers a business-level requirement on top: a massage business cannot legally provide massage services unless every massage-performing employee is CAMTC certified, the business holds a valid city business license under Chapter 15, and the business separately holds a valid city registration certificate issued under Article IX.

Registration applications, whether new or renewal, go through § 15-128(B) and must include the business's legal name, address and phone number, a floor plan showing how the space will be used, the legal names of all owners and managers, five years of home addresses and employment history for every owner, government-issued photo identification, the business's licensing and registration history in any other jurisdiction (including any prior revocation, suspension or denial and the reason for it), and a signed statement acknowledging that violating Business and Professions Code § 4600 et seq. or this article can lead to revocation.

Applicants also pay a fee set by City Council resolution. Section 15-124(B) grandfathers a massage business that already held a valid Porterville business license as of the ordinance's adoption date, letting it register without CAMTC certification so long as it keeps operating under the same ownership, stays in good standing under state, federal and Porterville law, and otherwise follows Article IX in full. Ancillary massage businesses, those devoting under 20% of floor area to massage, get a limited exemption from most of the article but must still use CAMTC-certified practitioners and comply with the facility, operational and inspection provisions.
