Section 445-28.F of the Zoning Code, governing accessory structures and uses, provides that '[v]ehicle Repair, except as permitted by the district where the use is located, no vehicle repair shall take place in an accessory structure or yard area other than minor maintenance (oil or fluid change, windshield wiper replacement or brake pad replacement) conducted by the owner of the principle use on their own passenger vehicle.' Anything more, such as running a repair shop out of a home garage, falls under the code's separately defined 'VEHICLE REPAIR GARAGE' use, described in § 445-8 as 'an establishment engaged in the service and/or repair of any motor vehicle as its principal use.' The § 445-12 use tables confirm that use is commercial-only: it is not listed in any residential district's use table, requires a special exception in the Highway Commercial district, and is permitted by right only in the Commercial Industrial and Light Industrial districts.

Enforcement runs through two tracks. The Licensing, Inspections and Permits Department can issue a quality-of-life violation ticket under § 360-11: Violation QOL-025, 'Vehicle repairs/maintenance in a residential district,' carries a $150 fine due within 48 hours. Under § 360-9, each day the violation continues can generate a separate fine, up to three fines for the same offense, after which the violator owes a flat $100 subject to late fees. A homeowner running an unlisted commercial repair operation can instead face zoning enforcement under § 445-77, which caps a civil judgment at $500 per violation.
