Coeur d'Alene, ID Business Licensing & Operations: Massage Establishments (2026)

Chapter 5.28 of the Coeur d'Alene Municipal Code, rewritten by the City Council in Ordinance 3757 (2025), licenses Massage Facilities and Spas. The license requirement in section 5.28.020 exempts persons licensed in Idaho to practice medicine, surgery, osteopathy, chiropody, physical therapy, chiropractic, cosmetology, esthetics or podiatry, and registered or licensed nurses, registered athletic trainers and licensed physical therapists, in each case only for services within the scope of the license. A hospital, medical clinic or licensed physician's facility is not a Massage Facility.

Application goes to the City Clerk, signed under oath, with the fee set by Resolution of Council; the fee is not refunded if the license is denied or revoked. The applicant and every listed person must supply fingerprints for an Idaho State Police and FBI criminal history check. The application must include a labeled floor plan, the names of everyone with a financial interest, residence addresses for the previous five (5) years, and a copy of each massage therapist's State license. Section 5.28.040 requires Fire Department and Building Department inspections for a new facility or a move, and no license issues unless the Planning Department affirms the use is allowed in the zoning district. The City Clerk then issues the license after the background check and payment.

Operating rules follow. A license is valid only for the premises on record, cannot be transferred, and expires on December 31 of the year issued. Relocation requires written notice to the City Clerk at least ten (10) days in advance. Business is unlawful between 10:00 P.M. and 6:00 A.M. No employee can be under eighteen (18), except a receptionist or janitor who must be at least sixteen (16). Consuming alcohol or holding an open container on the premises is unlawful. Records of each service must be kept for at least one (1) year, and the Police Department can inspect at any time.
