Colonie, NY Business Licensing & Operations: Massage Establishments (2026)

Chapter 127 of the Colonie Town Code requires two separate permits before any massage work happens in town: a massage business permit for the establishment and a masseur's permit for each individual practitioner (§127-2A, (B)). Applications go to the Police Chief, who investigates the applicant's moral character and criminal history, can require a personal interview, and inspects the premises for sanitation, plumbing, heating and ventilation (§127-5, §127-12). The Chief must issue a business permit within 45 days unless he finds a disqualifying factor: an unpaid fee, noncompliance with building, zoning or health rules, a dishonesty or fraud conviction within the past five years, a false statement on the application, a prior permit revocation elsewhere in the past five years, or a manager under 18 without at least 70 hours of training at a recognized massage school (§127-6).

Business permits run $50 per year; masseur permits run $10 per year (§127-8). Permittees must display their permit and every masseur's permit in an open, conspicuous location (§127-7), keep an appointment book recording each patron's name, date, time and service for inspection by the Police Chief (§127-10), and staff the premises with a qualified masseur at all times while open (§127-13). No massage room may have a door that locks (§127-12), no one under 18 may be on the premises except on lawful business (§127-14), and alcohol is banned outright on the premises (§127-15).

Permits are non-transferable (§127-11), and the Chief can suspend or revoke one in writing for any violation of the chapter or any ground that would have blocked issuance (§127-9).
