' Rather than a townwide numeric table, the Planning Board sets the number and placement of loading facilities case by case during site plan review, based on seven listed factors: the expected maximum number of vehicles using the loading facilities at peak usage; the type of business, size of the structure and size of servicing vehicles; the need to separate loading operations from pedestrian and automobile circulation for safety; the need to screen vehicles and loading facilities from public view and abutting properties, including vegetative screening, buffers or fencing; whether service roads or alleys should be required; applicable planning and engineering standards adapted to the specific business; and any other operational or physical characteristics the Planning Board deems relevant.

Enforcement of the parking-and-loading article falls to the Planning and Economic Development Department under § 190-54A, which administers and enforces these requirements and has authority to conduct necessary inspections. Because loading capacity is fixed at site plan approval rather than by a townwide hours ordinance, any change to an approved loading configuration, such as adding a dock or altering truck access, requires returning to the Planning Board or PEDD for a site plan modification.
