Chapter 181 of the Town of Colonie Code is the local Vehicles and Traffic chapter, adopted 5-5-1988. Article II covers Traffic Regulations and Article III covers Parking, Standing and Stopping. Under Β§ 181-31, except where angle parking is authorized, every vehicle stopped or parked upon a roadway with adjacent curb shall be stopped or parked parallel with the edge of the roadway, headed in the direction of lawful traffic, with the right-hand wheels parallel to and within 12 inches of the curb. Vehicles parked in any marked space shall be parked within the lines bounding the space. Section 181-38 prohibits parking at all times on streets and parts of streets described in Schedule IX, and Schedule X lists streets where parking is prohibited during the hours indicated. Schedule XIII designates taxi stands. The New York Vehicle and Traffic Law setbacks at NY VAT Β§1202 (stopping, standing or parking outside business or residence districts) and Β§1203 (stopping, standing or parking on roadways) apply on top of the local rules. Handicap accessible parking provisions follow NY VAT Β§1203-a and Β§1203-c, with shopping centers of at least five retail stores and 20 parking spaces required to designate at least 5% of spaces (or 10 spaces, whichever is less) for handicapped use.
Parking ticket fines for Chapter 181 violations are issued by the Town of Colonie Police Department and payable through the Town's parking violations bureau under Β§ 1690 of the NY Vehicle and Traffic Law. Vehicles in violation of posted no-parking restrictions, obstructing traffic, or parked during declared emergencies are subject to removal and storage under Article IV (Β§ 181-40 through Β§ 181-44) of Chapter 181, with owners liable for tow and storage costs before recovering the vehicle.
