Folsom, CA Business Licensing & Operations: Massage Establishments (2026)

Chapter 5.25 of the Folsom Municipal Code implements California Business and Professions Code Section 4600 et seq. by requiring anyone who practices massage in Folsom, whether in a fixed-location establishment or through off-premises services, to hold a current certificate from the California Massage Therapy Council (Section 5.25.030). Massage establishments must display each practitioner's certificate where patrons can see it, keep a copy on file for city inspection during regular business hours, and post a list of services and prices in plain language (Sections 5.25.080, 5.25.090, 5.25.060(B)). Owners and operators are personally responsible for confirming every practitioner working in or for the business is currently certified.

Home-based massage practices, common in Folsom's residential neighborhoods, carry the tightest rules. Under Section 5.25.060(H), a practitioner working from home needs both a home occupation permit and a city business license, on top of the standard home-occupation rules in Chapter 17.61. The business may operate only from 7:00 a.m. to 9:00 p.m. on weekdays and 8:00 a.m. to 6:00 p.m. on weekends, cannot employ more than four massage therapists or practitioners on site at once (clients excluded from the count), and cannot display any exterior sign, window display, or advertisement visible from outside the dwelling.

Any change in the establishment's name, address, management, or ownership must be reported to the chief of police in writing at least ten calendar days before the change (Section 5.25.100). The city may also conduct inspections during regular business hours to confirm compliance with state certification law and this chapter's health, safety, and operating standards (Section 5.25.060(J)).
