Chapter 375 requires any massage establishment license applicant to file with the Town Clerk under Section 375-7, disclosing ownership structure, dates of birth, the last four digits of Social Security numbers, prior criminal convictions, and any past revocation of a similar license. The application is referred to the Chief of Police, the Fire Marshal and the Building Inspector for investigation, and Section 375-7E requires the Town Clerk to grant the license only if all three officials recommend approval, within 30 days of receiving their reports.

If an applicant or any listed principal has previously had a license suspended or revoked, or if the current application contains a materially false statement, Section 375-7C requires fingerprinting of every listed principal as a condition of a complete application. Licenses expire one year after issuance under Section 375-7G, and fingerprints must be resubmitted every two years with the renewal. Section 375-7F gives a denied applicant 10 days' notice and 30 days to appeal to the Town Board, which must hold a public hearing within 30 days of the appeal's commencement.

Section 375-8 lets the Town Clerk suspend or revoke a license on a finding of a chapter violation or of disorderly, obscene or immoral conduct on or near the premises, and bars reissuance to the same holder for at least six months, or one year if the license was revoked twice within a year. Section 375-13 layers on operating rules: no outdoor activity, mandatory covering of clients' sexual and genital areas, a ban on sexually oriented massage, daily sanitizing and posted price lists, and no minors served without a parent physically present or notarized written authorization.
