No person shall perform massage therapy unless the person is an LMT, unless exempted from chapter 152C of the Code of Iowa. ' unless the practitioner is actually licensed. Section 5-3-3 requires the business to immediately produce, on request by City staff, a 'Business Information Form' listing the business name, the names and state license numbers of every LMT on staff, the names and duties of every other worker on the premises, the owner's name, the names and addresses of anyone with an ownership interest, the Iowa-resident manager's contact information, and the name of the commercial tenant leasing the space; staff can also demand a government-issued photo ID to confirm an LMT's identity.

Section 5-3-4 lets the City placard the premises if the form is not produced immediately or is inaccurate or incomplete, and bars anyone from entering a placarded business or removing the placard until a complete, accurate form is filed. Section 5-3-5 exempts a massage business operating under a home occupation permit and any business employing only people exempt from Iowa Code chapter 152C.

Violations & Fines

Operating a massage business without ensuring every practitioner holds a state LMT license, or failing to produce a complete Business Information Form on request, violates section 5-3-6, chargeable as a municipal infraction under title 1, chapter 4 or a simple misdemeanor. City staff can placard the premises under section 5-3-4 until the form is filed, and entering or removing a placard is itself unlawful.

Frequently Asked Questions

Does Iowa City issue its own massage therapist license?
No. Iowa City does not run a separate municipal licensing exam; City Code section 5-3-2 requires every person performing massage therapy at a business to already hold a Licensed Massage Therapist (LMT) credential issued by the State of Iowa under Iowa Code chapter 152C, and bars anyone else from using titles like 'massage therapist' or 'LMT.'
What happens if a massage business can't produce its Business Information Form?
Under section 5-3-4, City staff can placard the premises immediately if the form isn't produced on request or turns out inaccurate or incomplete. Once placarded, no one may lawfully enter the business, and removing the placard is itself a violation until a complete, accurate form is filed.
Are home-based massage therapists covered by this chapter?
No. Section 5-3-5 exempts any massage therapy business operating under a home occupation permit, along with businesses that only employ people who are exempt from Iowa Code chapter 152C's licensing requirement.
