Massage businesses in Minneapolis must hold a Massage Therapy Enterprise license, and individual practitioners must hold a separate Massage Therapist license under Title 8 of the city code.
Title 8, Chapter 285 of the Minneapolis Code regulates massage therapy as a licensed business. Establishments must designate a manager, maintain client records, and operate in zoning districts permitting personal services. Each individual therapist must hold a current city Massage Therapist license, which requires proof of at least 500 hours of accredited training or national certification. The Department of Community Planning and Economic Development inspects premises before initial issuance. Operating hours are limited, and signage suggesting non-therapeutic services is prohibited. Practitioners must be fully clothed and follow draping standards.
Operating without an enterprise license, employing unlicensed therapists, or violating draping standards can result in fines, license suspension, and criminal prosecution as a misdemeanor under city code.
