Under § 113.03, all massage therapists working in the City of Noblesville must be certified by the State Board of Massage Therapy pursuant to I.C. 25-21.8-4; the city issues no separate massage establishment license, but every operator still has to meet the minimum operating standards written into Chapter 113. Section 113.04 sets the daily operating window at no earlier than 8:00 a.m. and no later than 10:00 p.m., bars any direct connection between the massage rooms and residential living quarters in the same building, and requires towels to be laundered between patrons, linens changed and laundered before each new client, mechanical devices sanitized between uses, and continuously available hot and cold running water.

No one under 18 may be admitted to a Noblesville massage establishment without a parent or guardian's written consent. Owners, managers, and employees are disqualified from operating if they have been found in violation of any state statute or city ordinance covering sex offenses, prostitution, keeping a house of ill fame, or maintaining a public nuisance. The Director of Planning or an authorized representative may conduct random inspections during regular business hours under § 113.05, and it is unlawful to deny entry. Massage therapists must produce their state certification to the city on request under § 113.07.

Written complaints go to the Director of Planning, who investigates and refers findings to the Board of Public Works and Safety for a hearing; the Board can send the matter to the City Attorney for legal action and may also notify the state licensing board. Section 113.06 lets the Director of Planning or the Board of Public Works and Safety sue for a restraining order or injunction against a violator. Section 113.99 fines violations between $50 and $300, with each day of a continuing violation counted as a separate offense.
