Noblesville, IN Business Licensing & Operations: Pawnbrokers (2026)

Section 116.02 requires anyone who owns, operates, or engages in business as a pawnbroker or secondhand dealer within the City of Noblesville to first obtain a license and otherwise comply with Chapter 116. Under § 116.03, the applicant must appear in person before the clerk-treasurer, complete a written application listing his or her full name and address and that of every officer, partner, or business associate, state the location of the business, and produce the signed certificate of two resident freeholders attesting to the applicant's good moral character; the clerk-treasurer forwards the file to the mayor, who authorizes the license once satisfied the statements are true.

Section 116.04 sets the license fee at $50 for a calendar year or part of a year, payable to the clerk-treasurer when the application is filed. If the licensee later moves the business to a new address inside the city, § 116.05 requires a new license certificate, issued for a $1 fee, and the surrender of the old one; a certificate is only valid for the location shown on it. Section 116.06 requires every pawnbroker and secondhand dealer to keep a book recording, at the time of each loan, an accurate account of the goods pawned, pledged, or purchased, the amount loaned, the date, the name and residence of the person pawning or selling the item, and, if sold by weight, the weight; no entry may be erased, obliterated, or defaced.

Section 116.07 lets the Chief of Police or a designated officer inspect that ledger and the pledged goods themselves at any reasonable time. Section 116.08 requires the city to revoke the license outright if the licensee is convicted of larceny or receiving stolen goods, or if the state revokes the licensee's registration under the Indiana Pawnbroking Law, I.C. 28-7-5-1 et seq. Section 116.99 fines any violation of the chapter up to $100.
