San Leandro, CA Business Licensing & Operations: Massage Establishments (2026)

Adopted by Ordinance No. ), Chapter 4-23 requires every person who practices massage in San Leandro to be a CAMTC-certified massage technician under Section 4-23-300, and requires every owner of a massage establishment to hold an operator permit from the Permit Administrator under Section 4-23-305. The application must list all owners and their ownership shares, the property owner's authorization to use the site, CAMTC certification for every technician, five years of business history, whether the applicant is required to register under Penal Code Section 290, and one set of fingerprints, plus a nonrefundable fee set by City Council resolution.

The Permit Administrator must deny the permit if any owner was convicted within five years of an offense tied to operating a massage business, is a registered sex offender, was convicted of specified vice offenses such as Penal Code Sections 315, 316, 318, or 647(b), or is under 18. An issued operator permit is valid for three years and must be displayed on the premises. Section 4-23-310 lets the Permit Administrator suspend or revoke a permit after a hearing for violations of the Chapter, disqualifying convictions, sexual touching by any employee, or negligent supervision resulting in at least three code or law violations, and a revocation can bar any massage business from reopening at that address for at least three years.
