Chapter 30, Massage, defines the regulated terms in Sec. 30-1: massage, massage establishment, conductor, instructor, and massage school. Sec. 30-2 exempts licensed physicians, chiropractors, nurses and similar medical providers, plus incidental massage at hospitals, nursing homes, salons or athletic clubs when it is performed by a certified therapist in a dedicated room. Sec. 30-4 lets city representatives inspect any establishment during business hours, and Sec. 30-5 bars training apprentices under 18. The core operating rules in Sec. 30-6 require each therapist to show graduation from an accredited school, at least 500 hours of verified training, national certification, or an equivalent out-of-state license; require owners to confirm and post that license in the lobby; restrict a conductor's business to the address on the certificate of occupancy; bar operating from living quarters; set lighting, ventilation and sanitation standards; forbid advertising a doctor or nurse in attendance unless one is present; limit services to exercise and massage without medical treatment; forbid closed private rooms; require a health certificate free of communicable disease; set uniform, hygiene and coverage-of-private-parts rules; require a written physician's order to massage anyone under 18; bar mixed-gender rooms open to the public; ban alcohol and controlled substances on the premises; and close every establishment between midnight and 7:00 a.m. Conductors must also notify the city clerk of any change of business name or address.
