Full Breakdown
Code of Ordinances § 26-381, carried from the 1981 Code and readopted by Ord. No. 177-A-2 on July 6, 2020, bars operating a massage establishment without a city clerk license, with each location requiring its own license. Applicants undergo a criminal background check and site inspections by the police chief, fire chief, and director of building before the clerk will issue a license. Every practicing massage therapist must separately hold a state license under Part 179A of the Public Health Code. Establishments must close between 11:00 p.m. and 6:00 a.m., bar patrons under 18, and prohibit alcohol on the premises. Wayne County, Michigan.
Violations & Fines
Operating an unlicensed massage establishment, employing an unlicensed therapist, or violating operating rules can trigger license suspension or revocation after a hearing before the mayor, appealable to city council.
