York County, VA Business Licensing & Operations: Massage Establishments (2026)

Section 14.3-2 makes it unlawful to conduct a massage parlor business, or render massage services away from a licensed parlor, anywhere in York County without a permit under Chapter 14.3, or while a permit is suspended or revoked. Section 14.3-4 requires the applicant to apply to the health director, pay the fee, and disclose full name, address history for three years, height, weight, fingerprints, a photograph, prior criminal convictions, and a medical history covering communicable disease for every massage technician to be employed. Section 14.3-5 routes the application to the county administrator, building/fire departments and the sheriff's office for inspection within ten days.

Section 14.3-6 lets the director issue the permit only if the premises pass building and fire codes, technicians have passed a physical exam within 30 days, the manager has no dishonesty-related conviction within five years, and the manager and every technician hold a certificate from an approved school with at least 500 hours of experience. Section 14.3-8 sets an initial permit fee of $500 for the parlor and $50 per technician, with annual renewal by February 1 costing $100 for the parlor and $10 per technician; permits expire every January 31.

Section 14.3-10 bars any massage parlor from remaining open or administering a massage between 10:00 p.m. and 6:00 a.m. Section 14.3-13 requires the sheriff's office and the York-Poquoson Health Department to inspect every permitted parlor at least twice a year, and Section 14.3-15 bans alcohol on the premises entirely.
