Division XIII of Chapter 4 covers pawn shops alongside second hand, watch, jewelry, precious metal, and valuable metal dealers, and Section 4-158.1 defines PAWN SHOP DEALER by cross-reference to the state's own pawnbroker definition at I.C. 28-7-5-2. Section 4-158.2(a) makes it unlawful to engage in the pawn shop business in Greenwood without a City license, and subsection (b) requires applicants to be at least 18, submit two 2-inch by 2-inch photographs, fingerprints, a national Identity History Summary Check at their own expense, and disclosure of any prior license revocation or criminal conviction, along with a $50 nonrefundable application fee.

Subsection (c) requires a copy of the applicant's Indiana pawn broking license application and license from the Department of Financial Institutions. Section 4-158.3 routes the application to the Police Chief, who can recommend denial for a felony or theft-related conviction unless it occurred at least ten years earlier with no repeat; the Controller must decide within seven days of that recommendation or the application is deemed denied. The license is annual, expiring every December 31 for a $25 fee, and must be displayed at the licensed premises under Section 4-158.4.

Section 4-158.7(b) requires pawn dealers to keep records under I.C. 28-7-5-19, and Section 4-158.8(a) requires electronic transfer of pledger and item information to the Police Department within two business days. Section 4-158.9 requires acquired property to be held intact seven days, but lets a pledger redeem pawned goods at any time on full payment.
