Full Breakdown
Perris Municipal Code § 5.08.010(5) states that a 'regularly licensed pawnbroker or banking business carried on under the laws of the state or the United States' needs no city license, notwithstanding anything else in Title 5. That exemption covers the city's Chapter 5.40 used goods dealer license, which otherwise applies to anyone buying, selling or dealing in used or secondhand goods for profit, including transactions involving a 'seller or pledger' under § 5.40.040. A pawnbroker operating without the required California state pawnbroker license is not covered by this exemption.
Violations & Fines
Operating as a pawnbroker without holding the required state pawnbroker/banking license removes the § 5.08.010(5) exemption, exposing the business to prosecution for running unlicensed under Title 5, including the Chapter 5.40 used goods dealer license requirement.
