Spotsylvania County, VA Business Licensing & Operations: Pawnbrokers (2026)

1 of the Spotsylvania County Code governs pawnbrokers, defined in Sec. 1-1 as any natural person who lends or advances money or other things for profit on the pledge and possession of tangible personal property or other valuable things, other than securities or evidences of indebtedness, or who buys personal property on condition of selling it back to the seller at a stipulated price; the chapter limits the term to a natural person, as distinguished from a corporate or other artificial entity. Sec. 1-8 requires every pawnbroker to prepare a daily report of all goods, articles or things pawned, pledged or sold to the business that day, covering the pledger's or seller's name, residence and driver's license number or other identification, a photograph or digital image of that identification, and a description of the goods with serial numbers.

The report must be filed by noon the following day with the county sheriff's office, and the chapter requires the pawnbroker to compile and maintain the report electronically and to upload it through the online reporting program or other means the sheriff's office designates. 1 was adopted in 2012 under Ord. No. 1-1 and updated in 2020 under Ord. No. 1-2 to add the electronic reporting and upload requirement. 1-4000, but the daily reporting duty is the county's own requirement, enforced by the Sheriff's Office rather than the state licensing board. Sec. 1-8(b) makes a violation a Class 4 misdemeanor, the code's lowest misdemeanor class, applicable to the natural person responsible for the pawnbroker's noncompliance.
