The license covers any dealer where more than half of a month's transactions involve used or secondhand merchandise. Applicants must file a sworn written application with the city secretary at least 10 days before the license issues; the license is non-transferable and expires every January 1. Dealers must keep duplicate, numbered reports of every item purchased or pawned -- description, price paid, and the seller's name, sex and address -- open to police inspection during business hours. Buying from a minor is barred unless a parent or guardian signs a written consent statement with their address and phone number.
