Hackensack, NJ Business Licensing & Operations: Secondhand Dealers (2026)

No person may operate as a keeper of a secondhand jewelry store or dealer in old gold in Hackensack without a license issued by the Chief of Police and approved by the City Manager, per City Code § 102-2A. The Police Department prepares the application, which requires fingerprinting and a character and reputation investigation; a denied applicant forfeits the application fee. The license fee is $150 per year and each license expires one year after approval (§ 102-2B). Licensees who move their shop must notify the Chief of Police immediately (§ 102-2C).

(§ 102-3C). Anyone who purchases used jewelry for resale to a retailer, wholesaler, or smelter must keep a five-year record of each sale and provide an itemized descriptive list at the time of sale (§ 102-5). Dealers may not buy from anyone under 18 without written parental or guardian authorization, or from an apprentice or servant without their employer's written authorization (§ 102-7), and may not sell, melt, or otherwise dispose of a purchased article within 15 days after it is reported (§ 102-8). The City Manager may refuse, suspend, or revoke a license after a hearing held on five days' notice, with appeal rights to the City Council (§ 102-6). A revoked or suspended licensee forfeits any unused portion of the license fee.
