Jersey City pawnshops, gold buyers, and secondhand goods dealers must register under N.J.S.A. 2C:21-36 and Chapter 192, electronically reporting transactions through the state LeadsOnline system to assist police in recovering stolen property.
New Jersey requires every secondhand dealer to register with the local police department under N.J.S.A. 2C:21-36 and report each used jewelry, electronics, or precious-metal transaction within 48 hours via the LeadsOnline reporting platform. Jersey City builds municipal Chapter 192 licensing on top, requiring a clean background check for principals and a fixed business address. Hold periods of at least seven days apply to most secondhand items so that Jersey City Police can compare them against burglary reports. Online resellers and consignment boutiques that buy directly from the public also fall under the rule.
Operating an unregistered secondhand business, failing to electronically report transactions, falsifying seller identification, or melting down jewelry inside the hold period can result in disorderly persons charges and license revocation.
