Full Breakdown
Secondhand dealers, junk dealers/collectors and automobile wrecking yards fall under §5.16.020(B), the city's 'licenses for revenue and regulation' chapter: they need a permit from the planning commission, stacked on top of any land-use permit the location already requires, before the city will issue a business license. Unlike most classes in this subsection, the fee is a flat $125 per year rather than a gross-receipts scale. Per §5.16.020(B)(2), no license certificate is issued until the permit application is filed with the city clerk and the city council authorizes the permit.
Violations & Fines
Operating as a secondhand or junk dealer without the planning commission permit and license is prosecutable and, absent a specific penalty, an infraction under the city's general penalty section: up to $500 per day for repeat violations (§1.16.010).
