Each transaction needs photo ID, address, item description, and serial numbers, uploaded to LeadsOnline within 24 hours. Items deemed potentially stolen require a 10-day police hold. Antique dealers selling pre-1900 items, garage sales under three per year, and charity thrift stores are exempt from the registration requirement.
