OKC Code Chapter 18 requires tobacco retailers operate under a current state license from the Oklahoma Tax Commission, which preempts most local retail licensing. The city collects an additional occupational tax via the Business License Division. Stores must post Tobacco 21 signage, segregate vapor products behind counters, and refuse sales without photo ID for buyers appearing under 30. Tobacco specialty shops are zoned away from schools. Inspections are conducted by both OKCPD and Oklahoma ABLE Commission for vape compliance.
