Bolingbrook, IL Business Licensing & Operations: Tattoo & Body Modification (2026)

The village's zoning code, not a standalone business-license chapter, is where tattoo and body piercing establishments get regulated. Sec. 54-142(a)(6) lists them as a permitted use in the I-1 limited industrial district, but only on the condition that the shop is not located within 1,000 feet of the property boundaries of any school, day care center, cemetery, public park, public housing, residentially zoned or used property, or place of religious worship. The parallel I-2 general industrial district provision, Sec. 54-143(a)(6), permits the same use without that 1,000-foot buffer, so the spacing rule is specific to I-1 parcels.

Tattoo and piercing shops are not listed as a permitted or special use in any of Bolingbrook's business districts (B-1 through B-4), so a shop cannot legally locate in a retail storefront inside the village; it must find space in an I-1 or I-2 zoned building. Before opening, an operator still has to go through the village's standard construction and occupancy process: Sec. 54-942 requires a zoning certificate before any building permit is issued for new construction or a change of use, and Sec. 54-947 requires an occupancy certificate confirming the use complies with the zoning district before the space can be occupied.

The zoning administrator, appointed under Sec. 54-919, reviews applications, conducts inspections, and can order corrective action for noncompliance. Because massage establishments sit in the same subsection list as tattoo and piercing shops, both uses are funneled into the same industrial-only zoning approach, an unusually restrictive locational model compared to villages that regulate body art through a health or business license instead of zoning alone.
