Bolingbrook, IL Business Licensing & Operations: Secondhand Dealers (2026)

Bolingbrook's zoning ordinance defines a 'secondhand store' in § 54-2 as a business that engages in buying, selling, exchanging or trading secondhand goods. That use is a permitted use only in the I-1 limited industrial district under § 54-142(a)(10), grouped with pawnbrokers, precious metal dealers and similar resale businesses; it is not listed as a permitted or special use in the village's B-1 through B-4 business districts, so a secondhand shop cannot locate in an ordinary retail storefront. A secondhand dealer operating in I-1 still needs the general village business license required of every business under Chapter 12: § 12-23 prohibits conducting any business in the village without a license, and § 12-24 requires an application to the village clerk listing the owner's name and address (or, for a corporation, its officers and registered agent), the business location, and the fee set by the village fee schedule.

Under § 12-25 the village mayor may direct a police investigation before deciding the application, § 12-26 gives the mayor authority to approve or deny it, and a denial can be appealed to the board of trustees under § 12-36. unless the board of trustees grants extended hours.
