Pageland, SC Business Licensing & Operations: Tattoo & Body Modification (2026)

Sec. 4-11 of the Town of Pageland Zoning Ordinance imposes a supplemental siting standard on tattoo and body piercing facilities, citing their "exceptional land use characteristics and locational impacts" as justification. No property line of a lot containing such a use can be located within 1,000 feet, measured in a straight line, from the closest point of the property line of any residence or residential zone, church or religious institution, public or private elementary or secondary school, day care center, museum, public park or recreational facility, any other place where numbers of minors regularly travel or frequent, or another tattoo parlor.

That last clause functions as a spacing rule between competing shops, not just a buffer from sensitive uses. Beyond the siting distance, Sec. 4-11(A)(3) requires every tattoo and body piercing facility to be licensed by the South Carolina Department of Health and Environmental Control, layering a state health-licensing requirement on top of the Town's own zoning approval and business license process administered through the Zoning Administrator and the Town's business license office. A shop that cannot meet the 1,000-foot buffer has no path to a conforming location within Pageland's limited commercial districts, given the town's small footprint and the number of protected uses the rule covers.
