Pageland, SC Animal Ordinances: Pet Limits (2026)

Section 4-7, found in the general animal-control article of Chapter 4, sets a flat numeric ceiling on how many mature cats and dogs one household can keep: no more than four cats over one year of age and four dogs over one year of age in the same household within town limits. The cap counts adult animals only, so litters of kittens or puppies under a year old are not counted toward the four-and-four limit, though owners still must comply with every other provision of the animal chapter, including rabies vaccination under Section 4-5 and the restraint rules in Section 4-15.

Any animal kept in excess of the four-cat, four-dog ceiling is subject to impoundment by the animal control officer, who can remove the surplus animals from the property. The ordinance carves out two categories from the household cap: premises operated by a licensed veterinarian in the conduct of that professional practice, and licensed kennels and pet shops, neither of which is bound by the four-and-four limit because they exist specifically to house multiple animals. A kennel is separately defined in Section 4-1 as any premises engaged in the business of breeding, buying, selling, or boarding dogs, cats, or other four-legged animals, and any resident keeping more than eight such animals is conclusively presumed to be running a kennel requiring the appropriate business license.
