PMC Sec. 170 requires a tattoo/body art/piercing establishment to obtain the appropriate permit under the Title 17 permissions tables before opening, and the application must include a scaled interior floor plan showing tattooing and piercing areas, decontamination and sterilization areas, waiting areas, and any area for services on intimate body parts screened from interior or exterior viewing. 170-1 sets a 500-foot separation requirement from other tattoo/body art/piercing establishments, public or private TK-12 schools or family day cares (including undeveloped school sites), public parks, recreation facilities, libraries and trails (excluding bike lanes), and on-sale alcoholic beverage establishments, measured under PMC Sec.

020. Operators must obtain a health permit from the Los Angeles County Department of Public Health, operate in a safe and clean manner, and maintain written procedures and sterilization records. Every practitioner must annually register with the County Department of Public Health, complete annual blood-borne pathogen training, document hepatitis B vaccination status, and obtain informed consent from clients; registration and permit renewal records must be kept on-site for inspection by City employees or County Environmental Health inspectors and copied to the City annually. No services may be provided to anyone below the state law minimum age, and amplified sound may not be audible outside the premises.

The establishment must register in the City Business Watch Program, receive merchant fraud training through the Public Safety Division, keep litter and trash receptacles inside and outside, remove graffiti within 72 hours of written City notice, and prohibit loitering in the right-of-way, parking area, and adjacent properties.
