Palmdale, CA Business Licensing & Operations: Adult Entertainment (2026)

Nobody may operate an adult-oriented business in Palmdale without first obtaining an adult-oriented business regulatory permit from the City, filed with the business license division of the Planning Department along with a nonrefundable filing fee; only the business owner, who must be at least 18, may hold the permit (PMC § 5.04.400(C)-(D)). The application must include a straight-line drawing, prepared within 30 days, mapping the property lines of any other adult-oriented business, church, school, park, primary alcohol use, or residential zone within 1,000 feet of the primary entrance (§ 5.04.400(E)(10)).

The Planning Director has 60 days to investigate before forwarding a recommendation to the City Council, which grants or denies the permit. Separately, the zoning code requires a conditional use permit under PMC Chapter 17.22 and imposes the same 1,000-foot separation standards from other adult businesses, residential uses or zones (including in adjoining cities), and parks, religious institutions, schools, or primary alcohol uses, measured as a straight line from the building edge to the property line (§ 17.92.010(C)). Development and performance standards further require opaque window coverage, sound insulation so noise is inaudible off-site, dusk-to-closing parking lot lighting of at least one foot-candle, operating hours limited to 8:00 a.m. to midnight, and a posted notice barring entry to anyone under 18 (§ 5.04.400(I)).

A business lawfully operating before the ordinance that becomes nonconforming due to a later-arriving residential use, park, school, or religious institution within 1,000 feet keeps its conforming status if operation stays continuous, meaning gaps cannot exceed six months (§ 17.92.010(F)).
