Full Breakdown
Carson regulates tattoo and body-piercing businesses under CMC § 9138.92. Operating a tattoo establishment requires a Conditional Use Permit from the Planning Commission and a City business license; anyone providing tattoo services who isn't a paid employee needs a separate license. Operators must also register with the Los Angeles County Health Department and, within a year of the ordinance's effective date, obtain County public health facility and operator permits, which must be posted where customers can see them. The City and County Health Department can inspect any tattoo establishment and may suspend a facility's permit or exclude a worker who poses a communicable-disease risk.
Violations & Fines
Operating a tattoo establishment in violation of CMC § 9138.92 is a misdemeanor punishable by up to a $1,000 fine, six months in county jail, or both, and is separately subject to injunctive relief.
