Peoria, AZ Business Licensing & Operations: Tattoo & Body Modification (2026)

L designates Body Piercing Studios and Tattoo Studios, along with Retail Liquor Stores, Plasma Centers, Non-Chartered Financial Institutions and Pawnshops, as personal-service uses that must be located, developed and operated under the land use regulations of Section 21-500 plus the standards in this subsection. All vehicular access to the site must come from an arterial street. No studio may sit on a lot whose property line falls within 1,000 feet, measured in a straight line in any direction, of the lot line of another Body Piercing Studio, Tattoo Studio, Non-Chartered Financial Institution, Pawnshop, Retail Liquor Store, Plasma Center, Adult Use, Correctional Facility or State Local Alcohol Reception Center.

For measuring that 1,000-foot buffer, the ordinance reaches across jurisdictional lines: it counts area of unincorporated Maricopa County surrounded by Peoria and another city on three or more sides, and the buffer applies regardless of whether the competing use sits in Maricopa County or a neighboring incorporated city. Peoria's zoning use table lists Body Piercing and Tattoo Studios as a conditional use in commercial districts, meaning a studio needs a Conditional Use Permit reviewed by the city before it can open, not a by-right business license alone.
