Peoria, AZ Business Licensing & Operations: Massage Establishments (2026)

Peoria licenses massage and bodywork establishments separately from the individual practitioners who work in them. City Code § 11-165 requires anyone who wants to operate a massage establishment or bodywork establishment to first obtain and maintain an unrevoked, unsuspended establishment license issued under Chapter 11, in addition to any license the individual therapist holds from the Arizona State Board of Massage Therapy under Title 32, Chapter 42. Under Section 11-164, the application goes to the City's licensing office, which refers it to the Chief of Police for investigation, and the applicant pays a fee set by the City's schedule of fees and charges both at application and again before the license issues.

§ 13-2908 is a class 3 misdemeanor, and a to-scale floor sketch identifying every room used for massage or bodywork. A licensed establishment may operate only at the address and under the name stated on its license. , or to work behind a locked door outside the section's narrow exceptions. Lesser recordkeeping and posting violations under Sections 11-167, 11-170, 11-173, 11-174 and 11-181(a)(2) are instead civil violations under Section 11-180, carrying a $250 sanction for a first offense, $500 for a second, and $750 for a third and later offense within eighteen months.
