Establishment owners must verify each therapist holds a current state license. Random inspections are common in cities with histories of human-trafficking concerns.
Practicing without a state license is a Class 1 misdemeanor under ARS 32-4253, fines up to $2,500 and six months jail. The Board may impose civil penalties up to $1,000 per offense. Cities can suspend establishment licenses.
