Gilbert, AZ Business Licensing & Operations: Massage Establishments (2026)

Chapter 14, Article XI, Division 2 governs massage licensing. Section 14-351 makes it unlawful to conduct or operate a massage establishment without first obtaining and maintaining a massage therapy establishment license, unlawful to employ a massage therapist who lacks a current, unrevoked and unsuspended massage therapist license under Section 14-355, and unlawful to operate under any name or at any location not specified on the license. Section 14-352 routes the application to the development services manager, who refers it to the police department for a background investigation and charges a nonrefundable records-check fee; applicants must disclose prior residence addresses, proof of being over 18, any prior license revocation or suspension history, felony convictions within five years and moral-turpitude misdemeanors within two years, and must keep a log of every employee's name, date of birth, address and license number.

Section 14-354 adds facility standards before a license issues or renews: fire department inspection for fire-code compliance, at least one 40-watt light in every treatment room, hot and cold running water, closed cabinets for clean linens, a dressing room and toilet for each patron served (separate for each sex if multiple patrons are served simultaneously), and a washbasin with soap near the treatment area; no license issues to an applicant under 18 or convicted of a felony in the past five years or a moral-turpitude misdemeanor in the past two. § 32-4221.
