The Suffolk County Department of Health Services administers a Tobacco Retail Dealer Registration program requiring annual registration for any retailer selling cigarettes, cigars, electronic cigarettes, liquid nicotine, or smokeless tobacco. Retailers must also hold the New York State Department of Taxation and Finance registration under Tax Law Article 20. NY Public Health Law Section 1399-aa sets the minimum sales age at 21 statewide. New York banned the sale of flavored vapor products in 2020. Suffolk inspects retailers, conducts compliance checks, and can suspend registrations.
