Town of Babylon Code § 162-3 bars any pawnbroker or dealer in secondhand articles from carrying on business without a license, or while a license is suspended, revoked or expired. Under § 162-4, applicants must file a sworn Town Clerk application disclosing ownership, prior criminal convictions and, at the Clerk's discretion, photographs and fingerprints. Chapter 162 covers the unincorporated areas of the Town of Babylon, West Babylon, North Babylon, Deer Park, Copiague, Wyandanch and the other hamlets, and general licenses expire April 30 each year under § 162-6A.
